Penny attended Norwalk High School and played high school football. He had an extremely fruitful senior year out there. On 216 carries, he carried for 2,504 yards and 41 touchdowns and caught 21 passes for 665 yards and 10 scores. He got offers from  Boise State, Colorado State, Fresno State, Nevada, San Jose State, and Utah State but chose to play college football instead.

Penny was a San Diego State Aztecs football player from 2014 to 2017. He was named Mountain West Conference Offensive Player of the Week for the fourth time in a row in 2017. He finished 2017 as the top Division I FBS player.
